After iPhone has been whitelisted/unlocked in Apple’s data base you will need to finalize the unlock.
iPhone unlock Finalization with iTunes.
(Before you begin this process we highly recommend you to backup your iPhone)
Cable Finalization with iTunes Process.
Step 1.
Turn off your Find my iPhone / iCloud lock app.
Step 4.
Reboot or restart your iPhone until the Home Screen display is visible.
Step 2.
Insert GSM Sim card in. Make sure sim card is different from locked carrier . Example: At&t use T-Mobile or other non At&t carrier.
Step 5.
Connect your iPhone with the dock connector to the U.S.B. cable that came with your iPhone. Wait for iTunes to recognize your iPhone.Once iPhone is recognized
disconnected iPhone wait 1-2 minutes and then reconnect your iPhone back to iTunes
Step 3.
Open iTunes on your Mac or PC and verify that you have internet connectivity.(download iTunes)
Unlocked
Within a couple minutes, it should show on the iTunes screen: Congratulations your iPhone is unlocked
If the above process Did not unlock your iPhone Re-hook iPhone to iTunes and do full restore/update on iTunes. Make sure that you have a GSM Sim card in other than what phone is locked to. Keep in mind if you are using an ACTIVE non original Sim card, once you are able to pick up signal your iPhone is permanently unlocked even if you do not see the Congratulations message from iTunes. (non-active Sim card will Finalize unlock but will not get a signal)
Wifi Finalization
Step 1.
Turn off your Find my iPhone/i Cloud lock app.

Unlocked
Turn on iPhone this should prompt message “Activation Required”. Connect iPhone to your active WiFi network and iOS firmware will do the rest for you and activate your new unlock status.
Wifi process tips: Make sure to back up data before hand this may erase your data. Works better on newer model iPhone’s. If you do not get “Activation Required” message can try resetting network settings.Then connect to active wifi with non locked carrier Sim card in. If this process fails use cable process. Keep in mind if you are using an ACTIVE non original Sim card, once you are able to pick up signal your iPhone is permanently unlocked.
